@gambc: update to 4.9.8

many bug fixes and enhancements

Verisons <4.9.8 assumed pkg-config was in the path. Without manually
setting this the gambuild-C will link against pkg-config in the
work/.tools and cause an error in the install phase. Since it's only
used to get information on the C compiler, this is low risk.
