@xview*: explicitly require font-sun-misc for correct operation

Without the expected fonts, fundamental graphical content like icons
goes missing, and the X server may fail to start, at that.

XXX I tested on NetBSD 9.2_STABLE amd64 and i386. On amd64, this
crashes the X server for me, while it works fine on i386. The package
was already marked not for Alpha, so that may be a clue that it's not
64-bit clean in general, though some of the original commentary about
Alpha sounded quite specific.

and some illegal casts of va_list variables in
xview3.2p1-X11R6//lib/libxview/color/cms_pblc.c

@Rewrite the extraction commands to be more intuitive.

In the vast majority of cases, nothing has changed (i.e. .tgz, .tar.gz,
and .tar.bz2).

EXTRACT_USING_PAX can be set as before.

For custom extractions, instead of using EXTRACT_BEFORE_ARGS,
EXTRACT_AFTER_ARGS and EXTRACT_CMD, simply set EXTRACT_CMD to be the
command needed to decompress and extract the lements from the archive.
${DOWNLOADED_DISTFILE} can be used to reference the distfile(s).
e.g. for compressed shars, where previously there was:

EXTRACT_CMD=           ${GZCAT}
EXTRACT_BEFORE_ARGS=
EXTRACT_AFTER_ARGS=    |sh
