@ndp-proxy-go: Add version 1.1.1

IPv6 Neighbor Discovery Protocol (NDP) Proxy

Key Features
Multi-Segment Support - Supports one upstream and multiple
downstream interfaces.
NDP Proxying - Relays Neighbor Solicitation and Neighbor Advertisement
messages between interfaces for transparent address resolution
across segments. Responds locally for router and client addresses.
DAD Proxying - Forwards DAD probes between interfaces and responds
immediately when address conflicts are detected in cache.
RA Proxying - Forwards Router Solicitations and unicast/multicast Router
Advertisements to enable SLAAC autoconfiguration of clients. Forwarded RAs
carry the RFC 4389 Proxy (P) flag. An incoming P flag is logged in debug
mode but does not alter forwarding, allowing proxies to be chained while
per-host learning directs traffic.
Dynamic Prefix Learning - Learns valid prefixes from Router Advertisements
and expires them automatically. Handles temporary RFC 4941 addresses and
changing prefixes without loss of connectivity.
Static Prefix Support - Manually trusted IPv6 prefixes and upstream router
link-local addresses replace corresponding RA-learned state. Static prefixes
permit downstream host learning and can also be used by the prefix responder.
Route Management - Installs and updates per-host /128 routes.
PF Table Management - Add learned IP addresses to pf tables.

1.1.1:
A correctness release that introduces the P flag to proxied RAs
and decouples the Prefix/Router learning lifecycle when static
prefixes and routers are given.

1.1.0:

A feature release that adds a prefix responder mode primarily for NPTv6 use.

What's Changed
Add prefix responder with DAD-based host claims by @@Monviech in #11

1.0.5:

A small feature release focusing on generalizing some of the FreeBSD specific
code paths so the proxy can also compile and run on other platforms.
First experimental target is linux.

What's Changed
Add experimental Linux compatibility by @@Monviech in #10
